SEBI-Livestock are seeking a consultant to undertake an independent Evaluability Assessment (EA) to inform the design of an impact evaluation of the Gates Foundation’s aquaculture investments in Kenya, Nigeria, and Tanzania.
Working remotely with SEBI-L and Gates Foundation teams from June to August 2026, the consultant will confirm key decision needs and evaluation questions, review relevant documentation, map interventions and theories of change by country, conduct targeted stakeholder interviews, assess the available data landscape and gaps, and recommend the most feasible and rigorous evaluation design (with 1–2 credible fallback options) including baseline data considerations.
