SEBI-L's role in grantee monitoring
SEBI-L is the trusted monitoring and learning partner for the Gates Foundation's Livestock & Aquaculture Team. With nearly a decade of experience supporting Gates Foundation grantees across five countries, we cover key areas including animal health, production, animal nutrition, meat and milk offtake, and aquaculture. As of September 2026, we have engaged with grant holders representing 39 investments, and we continue to value the opportunity to work alongside Gates Foundation grantees to support the success of your projects.
SEBI-L are uniquely positioned to partner with you in this space and help you monitor the impact and insights of your grants. Our multi-disciplinary team brings diverse expertise in veterinary science, data science, international development, social sciences, gender integration, and private sector development, allowing us to tailor our approach to organisations of all types.
What will collaboration with us look like?
SEBI-L works with you to finalise grant concept notes and proposals at grant inception. We also support the monitoring of your grant’s success through data collation, visualisation, insights, and learning.
Before the grant proposal is finalised, SEBI-L reviews your concept note or proposal to:
- Understand the specific aims of the investment
- Scope the data sources or methods you plan to use for figures and targets, identifying how these can feed into our Net Economic Benefit (NEB) modelling, determining if additional modelling is required.
- Review your proposal to ensure alignment with Gates Foundation objectives.
- Assist in developing a Theory of Change or results framework, when help is required
- Help you define success criteria, ensuring your data collection plan provides sufficient evidence to demonstrate whether and how goals will be reached.
- Align your activities with SEBI-L monitoring metrics, suggesting specific indicators, units, frequency or sampling frame where appropriate
During the grant period, you will be asked to share collected indicator data with SEBI-L. Once data collection begins, we maintain regular communication and create dashboards to visualise your progress. Our collaborative approach includes:
- Checking data quality: Ensuring the dashboards accurately reflect your expectations
- Investigating trends: Analysing data to uncover key insights.
- Capturing learnings: Documenting project lessons and successes
- Supporting your story: What results do you plan to highlight? We start by learning which stories are your priority and help you access the data you need to tell them effectively.
After the grant period, SEBI-L can provide services to monitor legacy data, should you opt in to sharing this information.

The power of combined data
While grant-specific data is always needed to monitor progress individually, the collation of key indicators across several different projects allows the Gates Foundation to track overall delivery and impact. Together, this data shows the sum of the Livestock & Aquaculture Team's achievements in one place, making it convenient and accessible for internal reporting and storytelling.
Additionally, by combining your project-specific data with national-level contextual indicators, SEBI-L creates a comprehensive view of the livestock and aquaculture sectors in focal countries. This integrated approach transforms individual results into trusted visualizations that reveal critical gaps between current production and country targets. Ultimately, your data empowers the foundation to track portfolio-wide progress, prioritise investments, and demonstrate the collective impact of every grant within the bigger picture.
